Albert Einstein once said that the definition of insanity is doing the same thing again and expecting a different result. Well, the Missouri legislature has done the same thing five times in a row. The Senate proposes draconian measures to reduce the major Missouri tax credit programs (historic preservation and low income). The House defends the programs and suggests modest reductions. They work on a joint bill and try to land in the middle. Then the extremists in the Senate threaten to filibuster and the bill dies. It would sure be nice to have concrete limits and administrative procedures and not waste time and money on this every year when the state has many pressing issues.
